Few things are as universally welcomed as an extra day off work. In the United Kingdom,
these public holidays are known as bank holidays and have become an important part of modern
life. On bank holidays, people often go travelling, spend time with family, or simply relax.
30 Their development reflects broader changes in British society, labor conditions, and
economic development.
The modern bank holiday can largely be traced back to Sir John Lubbock, a Victorian banker,
scientist, and politician. In 1871, he introduced the Bank Holidays Act, which established four
official public holidays. Before then, many traditional religious festivals had already disappeared
as Britain became increasingly industrialized. Factories continued to expand, and production
became increasingly demanding. As a result, frequent holidays were often viewed as inefficient.
Employers wanted more regular working schedules, while workers still valued opportunities
for rest. As a result, disagreements often arose over working time and leisure. Lubbock's legislation

helped create a more predictable balance between the two. His proposal was widely welcomed, and
some newspapers even suggested that the holidays should be named after him. 31 This
naturally raises the question of what banks have to do with a public day off.
The name originally came from practical concerns about banking and business transactions.

payments could be postponed until the next working day. Some historians also believe that the title
Bank Holidays Act helped the bill avoid political opposition. The name sounded less controversial
than a proposal focused on workers' rights.
Bank holidays soon became popular social occasions. Families visited beaches, parks, and
other attractions, while local businesses benefited from increased tourism. 33 Yet, they
have occasionally been linked to problems such as traffic congestion and public disorder. For
example, clashes between youth groups occurred on several bank holiday weekends during the
1960s. Supporters argue that they improve well-being and strengthen social relationships, while
critics question their economic impact.
Despite these debates, their popularity has remained remarkably strong. More than 150 years
after they were first introduced, bank holidays continue to provide a welcome break from the
demands of everyday life.
