People smugglers are individuals who facilitate the illegal entry of persons into a country, usually by boat or plane, in return for financial gain. This can cause security, health and cost problems for the Australian government and society. Human trafficking is different from people smuggling. It involves moving people and then controlling them so they can be exploited. In Australia, human trafficking and slavery are serious crimes under the Criminal Code Act 1995 (Cth). Victims may be controlled through threats, lies or abuse of power, and may be coerced into modern slavery, forced labor, sexual exploitation, or forced marriage. Many victims of human trafficking are never found by authorities. Researchers employ a method known as multiple systems estimation to assess the “dark figure” of victims who are not detected by official authorities. Using this method, it was estimated that in 2015-16 and 2016-17 there were about 1,300 to 1,900 victims of human trafficking and slavery in Australia, which means that for every victim found, about four victims were not detected.
